Workshop 4: Theory of Change: Vision for the mining sector

Duration: 120 minutes

This final workshop aims to develop a Theory of Change (ToC) for local communities building on the previous Visioning Exercise in Day 1. Participants will develop a Theory of Change by identifying medium-term results (5 years) and short-term actions (1-4 years) that will help achieve their long-term vision. They will also assign responsible stakeholders for each action and result. Inputs from all sectors will be integrated into one comprehensive theory of change by the organizers after the workshop.

What is a Theory of Change?

A Theory of Change provides a structured approach to achieving long-term goals by mapping out how specific activities will lead to measurable outcomes and, ultimately, the desired impact.

Outline structure of the ToC:

  • Long-term vision (10-15 years) – defined during the Visioning Exercise.

  • Medium-term outcomes (5 years) – key milestones to achieve.

  • Short-term actions (1-4 years) – actionable steps toward those milestones.

  • Highlight the role of stakeholders in implementing the actions and monitoring progress.
     

Why develop a Theory of Change?

Developing a Theory of Change ensures that efforts are well-planned, coordinated, measurable, and aligned with long-term goals, making it a crucial tool for effective project management and sustainable change.

Outline

  • Introduction to Theory of Change (10 minutes): Overview of how to structure a ToC.

  • Group Work (80 minutes): Participants, divided by sector (e.g., national government, local government unit, mining company, NGOs, academe), work on identifying medium-term outcomes focusing on social, environment, and economic impacts of mining and short-term actions including their roles in achieving them.

  • Presentations (30 minutes): Groups present their proposed action plans.

Mechanics

  • Step 1. Based on the long-term vision identified during the Visioning Exercise, groups will brainstorm and identify key outcomes that should be achieved within the next 5 years to move toward the long-term vision. Use the Theory of Change Template to write down 2-3 medium-term outcomes for each impact area (e.g., social, environmental, and economic). Ensure that these outcomes reflect tangible progress that can be achieved in 5 years.

  • Step 2. For each medium-term outcome, identify short-term actions (1-4 years) that are necessary to achieve those outcomes. Assign specific stakeholders (e.g., LGU, mining company, NGOs, community leaders) responsible for each action. Focus on realistic, practical steps that can be taken within the specified time frame.

  • Step 3. Discuss how your group will track progress and ensure that actions are implemented correctly. Identify monitoring mechanisms (e.g., MMT Reports, stakeholder consultations, PREDIC Tool, third-party evaluations) to measure whether the short-term actions are producing the desired results.

  • Step 4. Each group will have 5 minutes to present their ToC.
